JOB PURPOSE
To assist the Dy Dir, Population Health Financing in the following:

  • Develop and implement a population-based funding model to support population health management programs and fund utilisation, including determination of funding methodologies and rates ;
  • Assist in formalising policies on funding principles, funding allocation and targets;
  • Analyse and review the performance and funding utilisation of the Integrated Care Networks (ICNs);
  • Prepare department budgets and projections to ensure cost prudency;
  • Financial performance analysis of key indicators and targets, and of population health spending and outcomes;
  • Perform secretariat role for senior management meetings; and
  • Handle any other work in relation to population health as and when assigned.

MAJOR DUTIES & RESPONSIBILITIES
(1) ASSIST TO DEVELOP AND IMPLEMENT POPULATION-BASED FUNDING MODEL

  • Work with internal and external stakeholders for data collection and analysis
  • Assist in computation and disbursement of population health funding
  • Assist in formalising policies on funding principles, funding allocation and targets
(2) ANALYSE AND REVIEW FUNDING UTILISATION AND PERFORMANCE

  • Assist to develop/modify IT systems to support any new financial reporting requirements
  • Perform any required extraction, consolidation, modeling and monitoring of cost data residing in various databases
  • Financial performance analysis of key indicators and targets of population health spending and outcomes including rate of population health programs scale up against budgets and projections
(3) PREPARE DEPARTMENT BUDGET AND PROJECTION

  • Liaise with stakeholders to review projections and budget
  • Collate requirements and prepare department budget and projection for approval
(4) PERFORM SECRETARIAT ROLE FOR SENIOR MANAGEMENT MEETING

  • Plan meeting dates and collate agenda items from stakeholders
  • Prepare meeting minutes and followup on action items

JOB REQUIREMENTS

Education/Training/Experience

  • A recognised degree in Accountancy/ Finance or equivalent with at least 3 years of relevant working experience.
  • Proficient in management reporting, budgeting and financial planning.
  • High proficiency in Microsoft PowerPoint, Excel and Word.
  • Proficiency in business analytics including use and interpretation of basic statistical methods and reports, and data visualization is preferred.
  • Some experience in consolidation is preferred.
  • Relevant working experience in healthcare would be a bonus.
