The job holder will report to Unipec Singapore Shipping Dept Manager.

**Responsibilities
Responsible for the chartering management of Oil Products, LPG, LNG and Biodiesel for Unipec Singapore, and responsible for communication, coordination with Unipec Beijing HQ and other Unipec overseas entities, and handling of VLCC carrying clean petroleum products related work:

  • Responsible for securing suitable vessels for company's logistics requirement. Understand the structure and terms of the charter party; ensure that the Charter Party (CP) terms and UNIPEC company policies & compliance rules are closely complied with and adhered to.
  • Familiar with transportation chartering work; understand the product characteristics, trade characteristics, and transportation market of Oil Products, LPG, LNG and Biodiesel.
  • Ability to independently handle commercial disputes in the course of business.
  • Update inhouse chartering system with the entries of contract details and accruals for the costs where invoices are expected in accordance with the Charter Party. Ensure smooth and timely operations on vessel clearance, stowage plan preparation according to trading/charterer requirement, terminal/port requirement and internal safety requirement, itinerary update, voyage order distribution, shipment status update, efiling as well as freight payment.
  • Responsible for Shipping Broker Management with alignment from Unipec Beijing HQ and Unipec Singapore requirements, to ensure operational excellence from various sources including but not limited to traders, brokers, annual broker performance review, etc. Prepare registration documents for various counterparty registration to ensure company compliance rules are adhered to and counterparties are registered timely as per the chartering requirement.
Responsible for the establishment and maintenance of the Chartering Management module in the Unipec ERP system:

  • Understand the operating characteristics of the ERP system, design principles, business and financial interfaces, risk control and transportation interfaces, transportation, and business financial interfaces and relationships, etc.
  • Ability to effectively combining the development of Chartering Management functions with the financial, risk control, and business requirements of the ERP system to form an ERP Chartering Management module that has complete functions and meets management needs. Work closely with Unipec Beijing HQ to ensure seamless implementation of ERP system Chartering Management module and maintain accurate data.

Responsible for establishing close relationships with:

  • Internal stakeholders
  • including but not limited to shipping/cargo operations, vetting, legal, finance, and any other concerned teams to ensure smooth communication within the company; in charge to work seamlessly with Unipec Beijing HQ on daily operation; work closely and provide support to Unipec Beijing HQ Oil Products on chartering activities.
  • External stakeholders including but not limited to owners, charterers, brokers, agents, PNL clubs, and any other concerned parties/counterparties during spot/time charter shipment; liaise with China stateowned tanker owners and establish relationship for direct deals.
  • Assist in the preparation of weekly/monthly/yearly management reports; regularly submit written Chinese reports on the transportation business and transportation market of Unipec Singapore to Unipec Beijing HQ; exchange business and market information with relevant departments of Unipec Beijing HQ to develop business cooperation.
  • Responsible for all time-charter in vessels and time-charter out vessels of oil products, LPG and LNG, and deeply get involved in TC vessels management, cost control, Capex/Opex calculation, especially for long-term contract LNG vessels.
  • Participate in ad-hoc projects as assigned by the management.

Requirements:

  • Bachelor degree or equivalent
  • At least 5 years of strong technical chartering experience in the commodity trading or tanker industry; experience in oil products, LNG, LPG, and Biodiesel chartering is preferred; experience in handling of VLCC carrying middle distillate products is preferred.
  • Strong knowledge and experience of chartering in the China market and familiar with China ports' laws and regulations
  • Strong shipping experiences in shipping operations, chartering, contingency handling, claims, maritime disputes, maritime legal affairs, etc
  • Solid experience in FFA strategy implementation and execution
  • Experience with Shipping Broker Management
  • Experience with ERP system (Chartering Management module)
  • Team player and ability to work in a fastpace organization and handle high volume
  • Strong analytical, numerical skills and strong attention to details
  • Able to work under pressure and meet tight deadlines
  • Proactive and highly motivated approach
  • Advanced Microsoft Office skills (Word,Excel, Powerpoint, Outlook)
