Turnaround Manager reports to the Head of Operations in Singapore. This role assumes responsibility for overseeing and coordinating all Turnaround (TAR) activities in the region. The main objective is to ensure the safe, timely, and budget-compliant completion of turnarounds. Acting as the main point of contact, this position interfaces with Operations, Maintenance, Technical Services, Capital Projects groups, Safety, and Engineering to successfully achieve turnaround objectives.

Responsibilities:
  • Lead teams responsible for executing turnarounds by developing pre
  • plans, estimating costs, arranging resources and schedules, and ensuring adequate staffing.
  • Advocate for the turnaround execution work process, aligning it with the business goals of safety, quality, reliability, and competitiveness in TAR maintenance services.
  • Oversee the execution of planned and unplanned unit shutdowns, including creating job plans, developing critical path schedules, tracking progress, and completing necessary activities.
  • Identify the critical path schedule and take necessary actions to improve it, ensuring all key milestones are met by managing interfaces effectively.
  • Maintain clear communication with Facility Managers and Shift Supervisors to clarify work priorities and provide regular updates on the turnaround's status.
  • Ensure thorough inspections are conducted and all environmental, safety, and security requirements are implemented correctly.
  • Schedule and facilitate regular coordination and schedule meetings with Operations, Plant Maintenance, Technical Services, Capital Projects, and the Turnaround organization.
  • Conduct safety meetings with contractors, focusing on key practices and procedures.
  • Participate in investigations as required.
  • Review the schedule and effectively communicate work scope priorities to the respective workforce both onsite and offsite.
  • Implement appropriate measures to maximize labor productivity and costeffectiveness.
  • Integrate expense, capital project, maintenance, and operations schedules into the master Turnaround project schedule.
  • Facilitate the execution of milestone schedules, including the scoping process, planning, scheduling, and engineering.
  • Collaborate with operations, maintenance, Reliability, Capital Projects, and other departments to assemble an approved work scope.
  • Ensure appropriate manpower levels and craft mixes to adhere to the Turnaround Plan.
  • Establish a quality assurance strategy for each phase of the outage to ensure reliable equipment upon restart.
  • Oversee and manage the Project Change Notification (PCN) process to maintain control of turnaround cost and schedule.
  • Coordinate with prime outside contractors to specify craft requirements, manpower needs, and heavy equipment requirements; collaborate with materials and contract supply specialists on written contract needs.
  • Monitor field progress during TAR activities and update or develop new work schedules as needed.
  • Coordinate the development of all expense work scope.
  • Assist project managers in scoping, estimating, and managing the execution of capital projects involving the replacement or upgrade of existing plant and equipment.
  • Contribute to the development of the contractor strategy.
  • Supervise the contractor bidding and selection process for the turnaround scope of work according to the milestone schedule.

Requirements:

  • Bachelor's Degree in Engineering
  • Minimum 7 years' experience in leading turnaround and reliability projects
  • Preferably handling USD 10 million project spending
