About This Job
This role reports to the Senior Manager, Campus Planning & Development, and is responsible for procurement and contracts management related to the development of a new campus. This includes overseeing procurement processes, contract administration, cost control, finalizing project accounts, and capitalizing fixed assets for the new developments.
Key Responsibilities- Oversee project procurement and contract management, including budgeting, securing funding approvals, and cost control.
- Regularly review public sector procurement frameworks and ensure alignment with internal procurement policies and financial procedures.
- Supervise and provide direction to Quantity Surveying and Mechanical & Electrical (M&E) engineering consultants on cost management, procurement, contract administration, and asset capitalization.
- Review and verify tender documents to ensure compliance with procurement policies and financial procedures for construction works and services.
- Manage the preparation, issuance, evaluation, and awarding of tenders and quotations in compliance with procurement policies.
- Attend consultant and site meetings with the Project Team to ensure contractual requirements are met on time and within budget.
- Coordinate with consultants on contract administration, including documentation, progress payments, and management of variation works, ensuring project costs remain within the approved budget.
- Achieve financial objectives by forecasting requirements, preparing annual budgets, scheduling expenditures, assessing change/variation requests, and implementing corrective actions.
- Monitor project cash flow and enforce cost controls.
- Prepare cash flow updates for reporting to management and stakeholders.
- Undertake any additional responsibilities as assigned by management.
- A recognised degree in Quantity Surveying or a relevant field from an accredited university.
- At least 8 years of relevant experience as a Contracts Manager or Quantity Surveyor, preferably within public sector agencies, developers, or consulting firms.
- Proven experience in the procurement and contract management of large-scale development projects.
- Strong knowledge of public sector procurement frameworks, policies, and the Public Sector Standard Conditions of Contract (PSSCOC).
